  1. Taxi firm installs in-car CCTV system to protect itself against compensation claims

Comments Off on Taxi firm installs in-car CCTV system to protect itself against compensation claims

A taxi company has decided to take some serious action in order to mitigate any possible compensation claims by installing CCTV cameras in all of its vehicles.

According to a news report on the matter, C&D Taxis, which operates across Tyne and Wear, decided to have latest-generation cameras installed in all of its cars. The cameras record both inside and outside the vehicle, thus helping taxi drivers protect themselves against staged accidents and false whiplash claims, driving offences and traffic allegations.

Setting up such a system is also quite important due to the fact that some insurance companies are offering discounts on premiums to taxis with CCTV set-up.

Chris Waterstreet, owner of C&D Taxis, said that the system will protect himself and his passengers. “CCTV will provide me with evidence of what happens in my taxis. After the initial installation costs, I will re-coup the cost in just one or two years. I won ’t get bogged down with lengthy and expensive investigations when someone makes a claim and hopefully my insurance premium will stop rising each year” he said.

“At the moment when someone makes a claim, we have no evidence to find out the truth and my insurance company always has to pay out. One insurance company is knocking £500 off taxi insurance premiums if you have CCTV installed. My colleagues and customers will feel safer when I have these cameras in. For me, I will be saving money and hassle every day. I would certainly recommend it to other taxi drivers out there” Mr. Waterstreet added.

  2. Essex Police squad cars to support CCTV streaming

Comments Off on Essex Police squad cars to support CCTV streaming

Essex police officers will be able to view CCTV footage right from their squad cars following the implementation of a latest-generation technology, in a bid to significantly improve response times, a news report on the matter has revealed.

Chief Constable Stephen Kavanagh said he hoped the improvements would make it easier and faster for officers to respond to incidents.

He said: “They will be able to look at what the calls are, what the intelligence is. They can look up all the incidents, look up wanted people, view CCTV – all in the police car.”

The constable also revealed the fact that the system would enable continued focus on improving support for victims of domestic abuse, while burglary is also one of the target areas for the force and another area where computers can help catch thieves.

Furthermore, cameras linked to automatic number plate recognition technology (ANPR) will be used to trap offenders, as well as check for untaxed or uninsured vehicles.

  3. Public CCTV system in Fishguard to be scrapped due to lack of funding

Comments Off on Public CCTV system in Fishguard to be scrapped due to lack of funding

The CCTV system in Fishguard is set to be shut down completely after town councillors deemed it too expensive to maintain and replace, a news report in the media has revealed.

The CCTV surveillance system in the area is paid for by the town council, who shares responsibility for the system’s maintenance with the police. However, recent cuts in police budgets left the council unable to fully support the operational costs, estimated at £5,000.

Furthermore, the cameras have not been working properly for about 18 months and the council simply doesn’t have the necessary funds to carry out the necessary upgrade operations.

Naturally, some of the councillors have already raised concerns that crime and anti-social behaviour could rise as a result of the system being scrapped.

  4. Workers at University Hospital of North Staffordshire demand CCTV system upgrade following bike theft

Comments Off on Workers at University Hospital of North Staffordshire demand CCTV system upgrade following bike theft

The theft of a £300 Carrera Crossfire cycle from a bike rack located on the premisses of the University Hospital of North Staffordshire has prompted employees to demand an upgrade of the CCTV system installed at the hospital, a news report has revealed.

The bike has been stolen on August 18, and the thief had also broken two padlocks. The owner called security to see if anyone suspicious had been caught on the cameras but she was told none were positioned to oversee the bike rack.

Now, the owner claims the security breach is stopping others from cycling to work at a time when the trust is trying to promote more environmentally-friendly modes of transport to help free up scarce parking spaces.

A trust spokesman said: “We are committed to maintaining a safe and secure working environment for staff. CCTV cameras are positioned around the site which are monitored internally and externally 24 hours per day while patrols by security guards and police take place on a regular basis to deter potential thieves.”

“We are working to provide additional secure facilities for staff and members of the public to store their bicycles as part of our policy to provide sustainable transport alternatives” he added.

  5. Busy zebra crossing in Tunbridge Wells to become a fine hot zone with the help of CCTV

Comments Off on Busy zebra crossing in Tunbridge Wells to become a fine hot zone with the help of CCTV

Motorists who flout a ban on vehicles in the vicinity of a busy zebra crossing in Tunbridge Wells will start receiving 60 pound fines in the near future, after being recorded by a council-owned CCTV system.

According to a news report in the local media, the respective area of the road is a bus-only one, and, after permission from Kent County Council was given, a council-owned CCTV car will record (and consequently fine) all vehicles that drive along the road.

The borough council bought the safety car last year at a cost of more than £20,000. The vehicle took to the roads around schools last September, but was not used to clampdown on Fiveways because a Traffic Regulation Order to enforce the buses-only policy was not in place.

  6. Experienced CCTV operators favor accuracy over response time, study reveals

Comments Off on Experienced CCTV operators favor accuracy over response time, study reveals

Research by experts from Nottingham Trent University, the University of Bristol and University of Leeds has revealed the CCTV operators would rather spend a few more seconds assessing the potential danger posed by a specific situation rather than hurry up and raise an alert.

As an article on the matter informs us, the study recorded eye movements and ratings of perceived suspiciousness to find a relationship between CCTV operators’ gaze and manual responses.

Results of this research study indicate that CCTV operators can anticipate potential dangerous situations very quickly and adopt a two-second delay before making a judgement, which enables them to make a more accurate decision on the situation and limit the number of false alarms.

Trained CCTV operators were found to show greater consistency in fixing location and a greater consistency in judging suspicious behaviour than the untrained observers and were also more reliable at spotting suspicious events in ambiguous footage.

However, the study found that trained operators did take slightly longer than the untrained observers when deciding whether to label a scene as suspicious.

The study said: “Trained operators may choose to undertake more processing before reaching a decision about manual responses. Additional time observing events is likely to result in increased visual information and decreased ambiguity about events being displayed, and it is possible that operators use a waiting strategy to minimise the number of false alarms.”

  7. Implementing both IP and analogue outputs is the best approach to CCTV surveillance, Samsung believes

Comments Off on Implementing both IP and analogue outputs is the best approach to CCTV surveillance, Samsung believes

Fitting CCTV surveillance equipment with both IP and analogue outputs represents the most cost-effective solution at this time, given the state of existing installations and the prospects for future ones, Samsung Technwin’s manager believes.

In an in-depth interview with SecurityNewsDesk, Mr. Simon Shawley, General Manager UK and Ireland, Samsung Techwin Europe Limited, explained the significance of this feature.

The Manager explained that all the cameras in Samsung Techwin’s WiseNetIII 2MP Full HD network camera range offer a hybrid solution, in order to mitigate for a variety of situations that might occur in the field.

He revealed that, while there are still a lot of analogue CCTV systems which are working perfectly and fit their original purpose, there are also many situations where the end-user requirements have changed since the original system was installed, with higher-quality imagery being required in specific locations.

Nevertheless, exchanging the whole infrastructure, including the recording equipment, in order to obtain higher quality images in a single location is a very expensive and quite unnecessary process. This is specifically where hybrid-output cameras can prove their worth, as they’ll be able to meet the more stringent quality demands while in the same time connecting directly to the existing infrastructure.

In fact, video feeds captured by these hybrid cameras can be easily transmitted over the coaxial cable and remotely viewed alongside the images captured by existing analogue cameras or transmitted over the network for remote viewing and transmitted over the coaxial cable for local viewing.

  9. CCTV Code of Practice not likely to affect the UK market, says report

Comments Off on CCTV Code of Practice not likely to affect the UK market, says report
Although the new Code of Practice for closed circuit television surveillance systems that came into force earlier this August restricts to some extent the use of such solutions in public areas, a new market report by the IHS estimates that the market shouldn’t be adversely affected by them.

As SecurityNewsDesk points out, Josh Woodhouse, surveillance market analyst for IHS, admitted there are much greater numbers of cameras installed on private property than there are public-facing surveillance cameras in the UK. The new code covers best-practice in public area surveillance systems and the analyst predicts suppliers and installers of public-facing cameras should not be negatively affected by the code.

He said: “Surveillance systems in public areas are estimated to account for only a small percentage of the UK’s cameras, with the vast majority installed on private property. “Furthermore, the code of practice should entail little worry even for those equipment suppliers and installers working in public places. This is because they are already used to complying with far more stringent surveillance legislation in other countries.”

  10. Automatically detecting potentially threatening behaviour in large crowds is now a reality

Comments Off on Automatically detecting potentially threatening behaviour in large crowds is now a reality

Following a four-year research project called ADABTS, or Automatic Detection of Abnormal Behaviour and Threats, scientists and researchers have demonstrated just potentially dangerous behaviour in larger crowds can be detected and pointed out to CCTV operators.

As a news report on this matter has revealed, the €3.5 project was jointly-funded by the European Commission and international partners included FOI, BAE Systems, Detec, the UK Home Office’s Centre for Applied Science and Technology, the Belgian Ministry of the Interior’s Institute of Psychology, the University of Amsterdam and TNO.

The project’s main target was to make a serious contribution to the protection of people, property and infrastructure against the threats of terrorism, crime and riots. The proposed system focuses on early detection and alerting potential threats to CCTV operators, which is achieved by developing methods for an automated system to distinguish and identify ‘interesting’ imagery and alert operators.

By employing extensive video analysis and using both video and audio tracking sensors, the situational awareness of a human operator can be improved. The technologies implemented as part of this project include more accurate 3D analysis and monitoring information of body orientation and movement tracking to determine unwanted behaviour.

The system also analyses mobility and kinetic energy – which can be interpreted as fights – and sound source localisation to classify incidents such as gunshot, breaking glass or shouting.
