    Facial recognition technology will be used for transaction authentication at ATMs across Singapore, a recent news report in the local media has been able to suggest.

    The ATMs will be able to perform only account balance enquiries using face verification for now.

    The use of biometrics authentication by financial institutions is not new and has been deployed for online financial services and phone banking, said the Monetary Authority of Singapore (MAS).

    An MAS spokesman said: “MAS does not prescribe any specific technology to be used for authentication, and financial institutions are encouraged to innovate to meet their customers’ needs for security and convenience while ensuring that MAS’ requirements on strong security controls, data confidentiality and responsible use of data are met.”

    The face verification feature will be extended to cash withdrawals at all 550 of OCBC’s ATMs in Singapore progressively from June, and extended to other ATM transactions, including cash deposits, fund transfers to other banks, CashCard top-ups and credit card bill payments from next year.

    It is hoped that a new ANPR system deployed at the entrance of a popular country park, coupled with an increase in parking charges and more security staff will help better manage the increased traffic flow in the area, a recent news report in the local media has been able to suggest.

    The Greensand Trust is tackling traffic problems at Rushmere Country Park, with ANPR cameras, security staff and a whole-day parking charge increase from £3 to £6.

    A “faster more responsive” automatic number plate recognition (ANPR) system will be installed in the coming months, and when the new system arrives, the parking charges will change.

    A spokesman for The Greensand Trust stated: “As an outcome of Covid-19 and the various restrictions, Rushmere Country Park has experienced significant rises in visitor numbers, bringing increased pressure and wear on its infrastructure, increasing costs, whilst also restricting revenue generation.

    “Although we continue to encourage visitors to come on foot, by bike or bus where possible and not to park locally, the impact of the increased numbers continues. When the site reaches capacity our entrance signs automatically indicate that the car parks are full and prevents access, this had led to some vehicles seeking to queue rather than move on as required, leading to significant disruption to local residents and the surrounding roads. We would like to thank Central Bedfordshire Council, for providing security at peak times in an effort to stop queuing on Linslade Road and this has eased the situation considerably in recent weeks.

    “Rushmere’s parking infrastructure was not designed for this level of visits, leading to queues of vehicles trying to leave or enter at peak times. To address these issues we have invested to make improvements, and will begin to implement a number of changes to our parking systems over coming months, which will transition our parking system from a pay on exit, to a faster more responsive automatic number plate recognition (ANPR) system with new tiered parking charge.

    “This we hope will improve the sites overall capacity and flow of visitors in and out of the park and will better relate the parking charges to visitors needs giving options for short, mid and long term stays. We have also completed works to increase the available parking, whilst continuing to protecting more sensitive areas which are vulnerable to traffic. We hope visitors will continue to enjoy Rushmere and other local sites and keep well.”

  3. New CCTV camera system to be deployed in Bournemouth

    A CCTV system comprising eight new high-end CCTV cameras will be installed in Bournemouth in a bid to stop criminal behaviour, a recent news report in the local media has been able to suggest.

    The cameras, which have pan, tilt and zoom technology, will be in position in Boscombe, Pokesdown and Southbourne Grove by April.

    BCP Council has received funding for the cameras from the Office of the Police and Crime Commissioner for Dorset following a successful bid to the Home Office’s Safer Street Fund.

    Five of the cameras will be positioned in Christchurch Road at its junctions with Drummond Road, Palmerston Road, Warwick Road, Seabourne Road and Parkwood Road.

    Three will be in Southbourne Grove at the junctions of Wentworth Avenue, Chestnut Avenue and Grand Avenue.

    Now the council has urged anyone with concerns about the cameras to contact them.

    In a letter to residents and business owners, the council’s CCTV manager Tony Gleason said the areas have been affected by “acquisitive crime.”

    He added: “After working closely with officers from Dorset Police’s local Neighbouring Policing Team and analysing crime data, we identified areas which could benefit from additional crime prevention measures.

    “This included installing additional CCTV infrastructure which will be managed by BCP Council’s Community Safety Team. Following a consultation period our wish is to install new cameras by April 2021.”

    The cameras will be used to monitor and observe behaviour taking place in areas with public access and will not be used for private areas. Trained operating staff will use the equipment and comply with the GDPR/Data Protection Act 2018 and the guidance provided by the Surveillance Camera Commissioner and Information Commissioner.

    A string of acts of vandalism has led to calls for the deployment of a CCTV surveillance system in a Hampshire village, a recent news report in the local media has been able to suggest.

    New Milton Town Council wants to install a CCTV solution at Barton Clifftop amid claims the area is underserved by security coverage.

    Members of the finance and general purposes committee supported a recommendation to apply to New Forest District Council to add one there and include it in its current CCTV network.

    Passing on Cllr Bob Murrow’s suggestion from a previous amenities committee meeting, fellow Barton ward councillor Alan O’Sullivan shared his concern at the amount of vandalism there.

    “We had the new toilets completely graffitied, with red paint all over them which took ages to clean,” he said.

    “There’s a shopfront that’s had to have four new locks fitted as it was being superglued all the time, and then the Christmas tree there was wrecked.”

    Cllr O’Sullivan also cited previous beach hut vandalism, including 21 during one night in October last year. He suggested the camera should be positioned to capture footage of potential suspects heading towards the clifftop and down to the beach.

    The British Security Industry Association (BSIA), of which CCTV Surveillance’s parent company, Tensor PLC, is a member of, has recently launched an ethical and legal use guide for Automated Facial Recognition (AFR).

    A first of its kind, this guide following recommendations on responsible use of Artificial Intelligence (AI) by the Organisation for Economic Co-operation and Development (OECD), and encompasses useful terms and abbreviations, ethical uses, and more. The guide has a specific focus on distinctive application types verification (is it you?) and identification (who is it?).

    It showcases a precise picture of how AFR works and is designed to remind users of what to consider before adding a facial recognition solution to their security system.

    Both industry experts and the general public should be able to understand the framework as it is aimed at all levels, whilst matching key messaging with that of the UK Government’s Surveillance Camera Commissioner.

    Facial recognition systems are becoming increasingly popular in the air transport sector, with new implementations being deployed at airports on three different continents, a recent news report has been able to suggest.

    A new and improved entry and exit system based on facial biometrics has been implemented at the Crew Briefing Center (CBC) at Abu Dhabi Airport with the aim to reduce line-ups and speed up the check-in process for crew with a low-touch process powered by facial recognition technology to mitigate the risk of COVID-19 spread.

    Qatar Museums is considering adding CCTV surveillance measures to help monitor and protect public art around the country, a recent news report has been able to suggest.

    The new effort comes as part of QM’s anti-vandalism campaign, Public Art Department acting director Abdulrahman al-Ishaq revealed.

    In an effort to spread awareness and engage with the community, Al-Ishaq added that the local entity is working with both government and non-governmental organisations to push the campaign forward.

    “We’ve installed four road signs in Zikreet to ensure all rules are outlined explicitly. We seek to add surveillance measures and people who deliberately damage works can be punished in accordance with Qatar’s existing laws,” al-Ishaq added.

    The anti-vandalism campaign was officially launched in September in a new collective effort to protect the country’s public art, which is a “fundamental part of Qatar’s cultural life,” al-Ishaq added.

    “We’re asking the community to care for and protect our community’s public art,” he said.

    In addition, Qatar National Museum will ensure that all tourists visiting public arts are aware of the rules and policies put in place to protect them from vandalism. QM is also working with other organisations on the campaign.

    CCTV systems can play a very important role in contact tracing and other COVID-19 response initiatives, a recent survey of security systems managers has been able to reveal.

    The survey of security system managers found that nearly half (46% of medium- and large-sized enterprises across England, are using or plan to use their video surveillance / CCTV systems for remote management of processes and people in the workplace. The survey, conducted by Opinium and commissioned by NW Security, also asked medium and large-sized firms whether they expect their existing surveillance systems to be able to support a safe return to the workplace for most employees, in the light of COVID-19 control measures.

    Fifty-two percent of security managers felt CCTV could be used to provide another method of identification in support of some workplaces’ drive for contactless access to work premises and buildings. And 50% felt video surveillance systems ought to be able to help manage and enforce social distancing in the workplace.

    In addition, 48% of respondents thought video surveillance could be useful for contact tracing, as well as guideline adherence such as following directional arrows around buildings and wearing face masks.

    A new project to install a state of the art CCTV system aimed at tackling crime in Bedford’s Midland Road has received over £430,000 in funding as part of the Home Office’s Safer Streets project following a successful bid by Bedford Borough Council and the Police and Crime Commissioner, a recent news report in the local media has been able to suggest.

    “The Safer Streets project offers a real opportunity to work with the community around Midland Road, and invest with them in making their neighbourhood a safe place to be,” said Cllr Colleen Atkins, portfolio holder for community safety.

    “We regularly work with organisations and businesses around Midland Road and I know how deeply people in this area care about their community.”

    The funding will see a major upgrade to the CCTV system in Midland Road area, with new Smart Cameras being installed.

    These cameras have the ability to analyse shapes and movement in public spaces and recognise suspicious behaviour that can initiate criminal activity, such as large groups congregating, or people loitering.
