    The British Transport Police are stepping up their investigation and making extensive use of CCTV footage following an incident that saw the Ayr to Glasgow Central service collide with a bike that had been thrown on the line between Milliken Park and Johnstone, Renfrewshire.

    According to a news report in the local media, the mountain bike was thrown from a footbridge above the railway line and the incident caused travel disruption. The train was evacuated at Johnstone and the passengers transferred to replacement buses before the train was eventually removed from the line.

    A spy car fitted with latest-generation CCTV equipment has been deployed by the local council on the streets of Leeds in an attempt to curb illegal parking, a news report in the local media has revealed.

    Although it’s currently on a 2-week trial, the vehicle has already been deployed to check on dangerous parking around schools and late at night in the city centre, namely specifically those areas of the city where there have been complaints about illegal parking from the police or members of the public.

    Although this move by Leeds City Council comes after the Government announced new proposals to ban spy cars which are being used to catch people parking illegally, it seems that the local authority is not issuing tickets to drivers as part of the trial. However, motorists who are caught parking illegally will be issued with warnings.

    A spokeswoman for Leeds City Council said: “We currently have the car on trial for two weeks to target areas of concern where we have previously had complaints from the police or the public. It is not being used for general parking offences. We have used the car to check on dangerous parking around schools, and late at night in the city centre where parking issues are causing issues of public safety. We are not issuing any tickets as part of the trial, but in extreme cases we will issue warning notices.”

    Plans drawn up by police forces regarding the introduction of a Cumbria wide CCTV system are set to go under scrutiny during a top-level crime-fighting meeting at the start of December, a news report in the local media has revealed.

    As part of a widespread operation aimed at making buses in Birmingham a lot safer, West Midlands police became the first force in the UK to monitor real-time bus CCTV feeds, a news report in the local media has revealed.

    The operation involved a 10-year old bus that was filled to the brink with the latest-generation video and audio surveillance technology. The bus was followed by an unmarked police car with specialist “spotters” watching out for known offenders or suspicious behaviour, and officers armed with hand-held metal detectors were also stationed at bus stops and were in contact with cops in the unmarked car.

    The most recent data from the Office for National Statistics has revealed that the level of crime has dropped by 7% in the year leading to June, with only 8.5 million incidents being recorded, compared to 9.1 million in the previous year.

    Additionally, as a media news report revealed, data from the Crime Survey for England and Wales also suggested that crime levels were actually half the peak level recorded in 1995 and the lowest since the survey began in 1981.

    Nevertheless, it’s not all good news, and that’s because cases of fraud rose by 21 per cent, sexual offences by 9 per cent and theft was up by 8 per cent, which is believed to be driven by the theft of smartphones and pick-pocketing.

    In the year ending June 2013, a total of 230,355 fraud offences were reported. This represented an increase of 21 per cent compared to the previous year and up 59 per cent compared with 2007/08.

    Crime Prevention Minister Norman Baker said: “England and Wales are safer than they have been for decades but we will continue to deliver measures which keep pace with the changing nature of crime and improve our ability to combat emerging issues.”

    The higher number of HD surveillance cameras that will be integrated into surveillance networks in the near future is likely to lead to a doubling in the amount of data being dumped on a daily basis in the next four years, a new research report by the IHS has predicted.

    According to an article in the media tackling this topic, the ‘Enterprise and IP Storage used for Video Surveillance’ report suggests that daily data dump rates might reach 859 (PB) Petabytes in 2017 and more than double the 2013 figure of 413 PB, that in itself is enough data to fill 92.1 million single-sided single-layer DVDs and equates to four times the amount of photo and video data stored on Facebook as of February 2012.

    The new high-definition technologies will have an impact on the volume of data being produced and dumped. However, it’s not all bad news, since it is believed that new compression algorithms like the High Efficiency Video Coding (HEVC) standard H.265 – claimed to double the data compression ratio compared to H.264 – will reduce the volume of data produced per camera.

    Video content analysis is also cited as having the potential to reduce the amount of data per camera. Rather than simply recording continuously, virtual trip-wires and no-entry zones can trigger the camera to record important events at pre-defined times.

    In addition, the report claims increasing capacities of hard disk drives means growing quantities of data can be recorded on-site or on network systems to impact on the quantity of data dumped.

    Norman Lamb, Care and Support minister, added: “No one should have to put up with substandard care – there are serious flaws in the system when people are worrying about the quality of care their loved ones are receiving.     Hertfordshire County Council (HCC) has installed multiple CCTV cameras in order to check the activity of contractors working in Old Town High Street, Hemel Hempstead, Hertfordshire, following multiple reports from businesses owners that they had “no sense of urgency”.

    Work to install the one-way system, run by Hertfordshire County Council (HCC) for Dacorum Borough Council, started in June and was due to finish at the end of October. However, the disruption created by the ongoing works is expected to overrun by up to five weeks.

    Businesses are demanding compensation for a drop in trade and said the overrun could force many of them out of business. Multiple shop owners claim that the project was poorly managed, and that many of the contractors spent most of their days just laying around, doing nothing.

    A spokesman for the contractors said “unforeseen circumstances” meant it had to “alter its approach” to the work, which had an effect on time and cost.

    Given this situation, council leaders decided to install CCTV cameras in a bid to “make sure the amount of work that is supposed to be carried out is being completed”. They also said that this was “not a covert operation” as all the workers were aware of the cameras, they were not manned on a live basis and it just meant the council could see if a complaint was valid.
