    A ban on using CCTV for parking enforcement would put schoolchildren and other vulnerable pedestrians at risk, while not really reducing the number of tickets being issued, the Local Government Association has argued, as they urged the Government to seriously consider the possibility to overturn CCTV camera bans.

    The Department for Transport said the government was committed to reining in over-zealous parking enforcement and issued new guidance on the matter accordingly.

    However, the local authorities argued that CCTV parking cameras are used to tackle dangerous parking outside schools, prevent motorists illegally blocking driveways, loading bays and bus lanes, and to stop people posing a risk to pedestrians by driving along and parking on pavements. They do so by acting as a deterrent in the areas where they’re installed.

    The group has called for greater dialogue on the issue and urged the government to convene a working group of councils, charities, road safety campaigners and motoring groups to rewrite the current statutory parking guidance and revise the rules on the use of CCTV.

    It is backed by a number of organisations including the National Association of Head Teachers, road safety charity Brake, the Royal National Institute for the Blind and the Parliamentary Advisory Council for Transport Safety.

    Derby City Council has decided to tackle the problem of drivers misusing bus lanes and blocking bus stops head-on with the help of a new CCTV system that includes both mobile and fixed cameras.

    According to a media report on this matter, bus stops will be monitored by four mobile cameras, a CCTV car and parking enforcement officers, while the the bus lanes will be monitored by existing CCTV, the car, and the officers.

    The levels for fines are set nationally and stand at £60, reduced to £30 if paid within 14 days, for abuse of a bus lane; and £70, reduced to £35, for obstructing bus stops.

    The council said in a statement that: “It is important that bus lanes are kept free for buses, so that they are not delayed by other vehicles. In some instances, bus lanes provide access to sensitive areas where there are large numbers of pedestrians while other bus lanes give buses priority at traffic signals.

    “To ensure that we get the very best from both public transport and our road system, it is important that the guidance and rules we set out are followed.”

    The CCTV cameras installed by Croydon council that managed to rack in £2,009,973 in fines from motorists over that past couple of years could soon be banned, a news report in the local media has recently revealed.

    Figures released by the Department for Communities and Local Government (DCLG) showed that Croydon was one of the worst offenders on terms of using CCTV for bolstering its coffers, a practice shunned by the government’s new set of guidelines, which were released last year.

    According to their calculations, Croydon made £10.4 million in 2012/3, compared to £6.4 million the year before. However, the council argued that the figures were not accurate, claiming that they’ve only managed to obtain a £5.4 million income from fines and an overall income from parking services of £10.23 million in 2012/3.

    Last week, local government minister Brandon Lewis pledged his support for supporting existing guidelines and clamping down on councils raising revenue through parking fines. He also said he would back a ban on the use of cameras.

    On the subject of cameras being banned, a spokesman for the Croydon council said: “Croydon will comply with any new legislation as and when it is introduced if changes are implemented for CCTV enforcement for parking legislation.”
