  4. Leicestershire police to trial facial recognition technology

Comments Off on Leicestershire police to trial facial recognition technology

An UK police force has announced plans to trial a facial recognition software designed to significantly speed up the process of identifying suspects from images capture by CCTV camera systems.

Leicestershire police will use a computer program to automatically search, process and match facial images held in large digital mugshot databases in order to speed up criminal investigations.

The application takes the captured images and then compare the to the police database, ranking the database images against the new image in order to produce a list of likely candidates.

It’s not the first time police have experimented with facial recognition software. Brazilian police used the technology during the World Cup while Boston police tried to use it to track down the marathon bombing suspect.

CCTV Surveillance is in the position to implement advanced face biometrics solutions that are used to identify personnel and verify their identity from a predefined access control list. Our systems facilitate user management at runtime and allow users to be enrolled on-the-fly by video capture.

The technology yields excellent performance despite partial occlusions of the face, the use of glasses, scarves or caps, changes of facial expression, and moderate rotations of the face. Moreover, it does not allow users to be impersonated using photographs.

The face recognition CCTV systems supplied by CCTV Surveillance also support the creation of Whitelists and Blacklists, as well as easy integration with existing ID management products. The biometric systems support runtime alarm management, highly tunable (control based on time-frames, sequentially, etc), while alarms can be easily exported to common formats (PDF, Excel) and remote devices (mobile, PDA, tablet, security control centre).

Comments Off on CCTV system in Gloucester to undergo major upgrade

Security cameras in Gloucester are set to undergo a major technological upgrade after playing an essential role in enforcing public safety across the city, which are monitored by the Gloucestershire Police but are paid for and maintained by Gloucester City Council.

All 58 cameras installed in the city will first undergo a review process before the council moves forward with the existing plans to upgrade the system, which were first agreed by councillors in September 2012 with promises of a new modern wireless system being in place within two years at a cost of around £400,000.

On average the city’s CCTV system helps with 600 to 750 incidents a month.

PC Mark Mansfield, who helps police the city centre, commented: “The new cameras are going to be wireless so if there is a problem area where a camera may be obscured by overgrown vegetation, it can be moved to give a clearer view.

“They could also be moved to cover areas where there may be particular problems, such as with anti-social behaviour.”

Comments Off on Petition to fit CCTV systems onto ferries signed by 96,000 people

A petition calling for the installation of CCTV systems onto ferries that was started by the parents of a man who disappeared from a P&O ship has already been signed by 96,000 people, a news report in the mainstream media was able to reveal.

Richard Fearnside, 30, of Whitstable, Kent disappeared on the P&O Pride of Kent ferry on 21 May, after going on deck for a cigarette.

His parents, Marianne and Bob Fearnside said a CCTV camera on-deck may have shown whether he fell or jumped into the sea. The couple have set up an online petition calling for cameras on passenger decks, which has already been signed by close to 100,000 people.

Mr Fearnside said: “Not only would CCTV help identify when people go missing and how, but it could also be a tool for the crew to alert crew members to get people off a deck if there was a storm suddenly coming up.”

In a statement, P&O said it does have some external and internal cameras but it would be “impossible to cover all of the outside decks with CCTV” and “impossible to monitor such cameras in real time”.

A local council in London is set enter into a multi-million pound CCTV deal with neighbouring boroughs in order to spread the maintenance costs for their respective surveillance systems, a news report in the local media was able to reveal.

The Waltham Forest Council’s cabinet is likely to approve a joint contract with Newham, Redbridge and Enfield for the maintenance of the camera network in the borough.

A four-year contract worth £7.4million would be available following a tendering process, with the total spend being divided between the four authorities.

  10. Hull CCTV cameras targeting bus lanes catch hundreds of drivers

Comments Off on Hull CCTV cameras targeting bus lanes catch hundreds of drivers

ANPR surveillance cameras installed along some of the busiest roads in Hull have caught hundreds of drivers illegally using bus lanes, a recent news report in the local business media could reveal.

The cameras were installed as part of a two-week trial and Hull City Council staff noted “a very significant” number had flouted the rules. However, none of the motorists will receive a fine for the moment, but the city council’s cabinet member for transport, Cllr Martin Mancey, plans to study a detailed report being prepared for him by officers, before deciding whether to turn the cameras into a permanent fixture.

For this trial, the cameras were inconspicuous, but Cllr Mancey stressed if they were to be rolled out on a permanent basis, with the threat of £60 fines, adequate signage would be installed.

He also believes more motorists need to take heed of the current blue signs placed in the bus lanes, which inform drivers when they can use the lanes legitimately.
