    The Scottish police force is pushing for a centralised CCTV network to cover the country’s streets, shops and public spaces after warning most of the current cameras are ageing, unreliable and potentially unlawful, a recent news report in a major media outlet has been able to reveal.

    Police Scotland has told Scottish ministers it wants to scrap what it sees as an outdated system of local, decentralised control over 2,800 CCTV cameras and replace it with a single police-run national network using high-definition digital cameras, installed at a cost of at least £10m.

    The proposal is the central recommendation of a confidential Police Scotland review from 2013 that warns many of Scotland’s ageing CCTV systems are close to collapse; a large number are kept running using second-hand parts bought at high cost and are at risk of “instant failure”, it claims.

    The Police Scotland review found 80% of the country’s public-space CCTV cameras – a definition that excludes schools, hospitals and housing association land, were old analogue systems.

    Furthermore, 85% of the “matrices” – the recording, control systems and TV monitors that back them up, were analogue, while 80% also used analogue communications systems. While nearly all the cameras were now hybrids, with retrofitted digital encoders, they were vulnerable to complete failure if analogue parts broke down.

Fines can have a significantly negative effect on businesses, with £12.4m being handed out to HGV operators caught with illegal stowaways in the past six years.

    “Our drivers are often away for up to eight weeks at a time and it gives me peace of mind knowing that when they are parked up, the cameras are there to help protect them from stowaways and thieves.”

    Members of the executive committee of Barrow Borough Council have asked for the inclusion of Dalton town centre in Cumbria police and crime commissioner Richard Rhodes’ plans for a “super surveillance” system in the county, a recent news report in the local media has been able to find.

    Dalton was not originally included in the extension plans, but the local authority believes that it should benefit from the extra protection offered by a CCTV system.

    Barrow Borough Council has managed a public space CCTV system since 1995, however the police and crime commissioner’s office has taken over the responsibility, funding an integrated system for Cumbria.

    Councillor David Pidduck said: “We have done it informally and told (Mr Rhodes) that we would not be happy without the system for Dalton and we have made that quite clear.

    “We don’t just see CCTV as simple as solving crime. Retailers feel more comfortable with CCTV in their areas. It can be used to find people.

    “We will be pressing for the cameras for Dalton.”

    A scheme that involved installing CCTV systems in taxis across Dunfermline has proven to be so effective that it’s now being extended to other neighbouring areas, a recent news report in the local media has been able to find.

    During a pilot only one of the 41 taxi frauds happened in a vehicle fitted with CCTV and the culprit was caught.

    In the same period, there were just two other crimes in taxis equipped with cameras.

    Fife’s licensing enforcement officer Donald Jenks said the cameras had had a measurable deterrent effect and had improved safety and cut crime. Mr Jenks said 25 operators in the surrounding areas had expressed an interest in fitting cameras, meaning 91 vehicles across the region would be covered.

    The UK’s surveillance camera commissioner has issued a stark warning against the dangers posed by local councils switching off CCTV surveillance systems in a bid to save on cash, a recent news report has revealed.

    Tony Porter said switching off cameras would mean the police would find it harder to detect crime. He also argued that budget cuts had led councils to decide to spend less on public space CCTV, meaning there was less money for staff training, poorer understanding of legal issues and a reduced service.

    Mr Porter also said that councils could face greater scrutiny of their use of CCTV, including potential inspections and enforcement.

    Average speed and CCTV cameras installed on the A180 near Immingham are now live, the Highways Agency has recently confirmed.

    The cameras have been installed in order to enforce a 50mph limit in both directions near the Brocklesby Interchange.

    The change of speed is to allow for the A160/A180 Port of Immingham Improvement Scheme, which will see the Brocklesby Interchange revamped with a new roundabout and junction system, the dualling of the A160 into Immingham Dock, and further improvements.

    In spite of a rather adverse public reaction, the CCTV system across Carmarthenshire is set to be scrapped after the local authority has withdrawn £104,000 for the camera network as part of spending cuts, a recent news report has been able to reveal.

    Although cameras in Ammanford, Burry Port, Carmarthen and Llanelli will be retained, the recorded footage captured by 87 cameras will no longer be monitored live, which means that four members of staff will also be made redundant.

    It follows Police and Crime Commissioner Christopher Salmon’s decision to withdraw around £44,000 in funding for the service in January 2015. Back then, an independent review, commissioned by Mr Salmon, found there was no case to support active monitoring of public CCTV.

    The review also found there was little evidence that cameras deterred violent or alcohol related crime.
