  1. CCTV Commissioner reveals shock at local authorities’ lack of compliance with camera surveillance standards

Comments Off on CCTV Commissioner reveals shock at local authorities’ lack of compliance with camera surveillance standards

Surveillance Camera Commissioner Tony Porter has recently revealed his shock that, when he came into the job, just 2% of the 433 principal local authorities complied with the recommended standards for camera surveillance.

There is believed to be 4-6 million surveillance cameras in the UK, which means people in an average town or city can be captured by 300 cameras on 30 different systems. Mr Porter said: “Since that research was done three years ago we’ve got dash cams, head cams, body-worn cameras, the Met police on their own ordered 20,000 body-worn cameras. It is a growing piece of business for all of us. However while CCTV doesn’t always prevent crime it is vital in bringing many of the perpetrators to justice.”

The commissioner, who is independent from government, published a new code of practice several weeks ago. He said: “I am entrusted to unsure that surveillance cameras are there to support communities and not spy on them. The code of practice that I oversee contains 12 guiding principles and if users effectively comply with those principles they are showing de facto that they are supporting communities and not spying on them.”

The government did not invest any powers in him – a source of concern a few years ago but two years in Mr Porter believes the government made exactly the right decision. “Because in seeking to raise and drive up standards, particularly among the relevant authorities, we are beginning to see a significant breakthrough,” he said.

  2. Westminster Council to axe support for ageing CTTV network

Comments Off on Westminster Council to axe support for ageing CTTV network

One of the most important local authorities in the UK has revealed plans to axe support for its ageing CCTV network, a recent news report has been able to suggest.

Westminster Council will end support for its CCTV network citing funding pressures and research showing it is ineffective in preventing crime. The surveillance network, consisting of 75 cameras across the central London borough, could cost an extra £1.7 million to renew and update, with an additional £1 million every year after factoring in running costs.

The decision has sparked fears of an increase in crime and the potential threat of terrorism, especially since the planned switch off will cover several of London’s busiest areas, including the West End. Some crime experts have noted the important role surveillance plays in supporting modern policing and the securing of prosecutions.

A spokesperson from Scotland Yard sought to dissuade fears, saying: “CCTV is one of the many important tools used to tackle crime” before adding “it is important to recognise that CCTV is just one of a range of measures to enhance safety.”

“Outside of the local authority CCTV network there is a vast and sophisticated private network that will still be accessible to the police,” the spokesman added, “we are confident these arrangements adequately provide tools to prevent and detect crime and we continue to work closely with partners on a range of initiatives to make London the safest global city.”

  3. Dorchester PCC asks for support from local businesses to retain CCTV across the county

Comments Off on Dorchester PCC asks for support from local businesses to retain CCTV across the county

The Dorchester Police and Crime Commissioner, Martyn Underhill, has asked local businesses for support in order to retain the vital CCTV services across the county, a recent news report in the local media has been able to suggest.

The PCC said that the county town has an effective CCTV system that plays an important role in tackling crime, but the rest of the county requires support. He also revealed plans to set up a countywide centre to monitor surveillance across Dorset and ensure that, unlike some forces, the county doesn’t lose much of its CCTV.

Mr Underhill said: “I believe CCTV is massively important to the safety of our communities.

“I need you as a Chamber to support this because we have a CCTV system in Dorchester which is really good and we don’t want to lose it.

“It would be really good if you could be supportive and help keep CCTV alive.”

  4. CCTV surveillance system installed in a Cambridge park to spot drug-taking and troublemakers

Comments Off on CCTV surveillance system installed in a Cambridge park to spot drug-taking and troublemakers

CCTV cameras have been deployed in a Cambridge park as a means to identify drug takers and troublemakers among the attendees to this year’s Strawberry Fair, a news report in the local media has found.

The video surveillance cameras will be in operation for the first time after the fair was marred in previous years by drug taking and drunken behaviour.

Police are set to swing into action to head off any possible trouble. Officers say they do not want the fair “spoiled by alcohol or drug misuse and criminal or anti-social behaviour“, and want to ensure it is “a fun, family-friendly event”.

Perimeter fencing, which has been used in the past, is set to be erected, and there will be a curb on the amount of alcohol fairgoers can take onto Midsummer Common.

Insp Matt Johnson of Cambridge-shire commented: “We want to minimise disruption for residents and there will be practical measures in place to prevent the fair being spoiled by alcohol or drug misuse and criminal or anti-social behaviour.”

Community police officers will be patrolling the fair site and neighbouring areas and CCTV will be operating during the fair.”

  5. CCTV surveillance system leads to 100 arrests being made in South Cumbria

Comments Off on CCTV surveillance system leads to 100 arrests being made in South Cumbria

A new CCTV system that has been in place for less than a year has already led to 100 arrests in South Cumbria, a recent news report in the local media has been able to suggest.

The £2.5m video surveillance system includes 53 cameras with 12 in Barrow. This was after a successful bid for cash from the government for £539,000.

South Cumbria Superintendent Rob O’Connor said that in just nine months the cameras have made a significant difference.

They had led to the arrest of drug dealers, shoplifters, sex offenders and violent criminals as well as helping find missing people. He said: “Before these were installed my concern when we lost the previous ones was that it would impact on our ability to detect crime. So I was really pleased when the crime commissioner’s officer installed this new system with local authorities. It is obviously state-of-the art. It’s easy to view and easy to capture the evidence to utilise for court.

“The cameras are monitored at police headquarters in Penrith. However, we can monitor the 12 Barrow town centre cameras from the police station. We have a dedicated team in Penrith at key times, especially on Friday and Saturday nights.

“It helps get officer patrols to the right place at the right time and helps us trace offenders. It’s also a very visible deterrent.”

  6. CCTV surveillance systems used for monitoring farm animal’s wellbeing

Comments Off on CCTV surveillance systems used for monitoring farm animal’s wellbeing

CCTV systems are normally used for preventing anti-social behaviour and enforcing security, but now they’re being put to good work for a rather different purpose – tracking farm animal movements.

Researchers have set up cameras, sensors and microphones at some 20 experimental smart farms all over Europe – to track animal movements, a news report has been able to suggest.

Animal scientists, bio-engineers and vets are part of this European research project. They say that fast, chaotic animal movements could indicate temperature, feeding or drinking problems for instance. However, researchers indicate that they can identify real problems in 95 out of every 100 alarms raised.

Information researchers hope will eventually help farmers to increase the safety and traceability of products.

“One of the big next steps is to bring internet to all farms in Europe. We are still far away from that,” commented Daniel Berckmans, a bioscience engineer and professor at the University of Leuven and EU-PLF project coordinator.

“So the farmer of the future will not only sell meat or animals, he will sell data. And that will create new information for all people in the food chain and the consumer.”

CCTV Surveillance offers a wide range of digital cameras available in various types and sizes (from Digital CCTV Bullet Cameras to Infra-red CCTV Cameras), but also quite an extensive range of DVRs. It’s important to point out that all of the DVRs supplied by CCTV Surveillance support long-term, continuous high quality digital CCTV recording, being able to securely store footage for several CCTV cameras found on the network.

Additionally, the company’s CCTV systems are designed to fully integrate with computer systems running CCTV Surveillance’s dedicated CCTV software, which makes it easier to integrate and control a large number of cameras from a single location.

  7. New CCTV cameras to be deployed across New Waltham hotspots

Comments Off on New CCTV cameras to be deployed across New Waltham hotspots

New CCTV cameras will be installed to tackle anti-social behaviour in the village of New Waltham, in Lincolnshire, a news report in the local media has found.

The two new units will be positioned opposite Lloyds Pharmacy off Greenlands Avenue and near the New Waltham Community Pavilion on St Clements Way, and have been funded by money allocated in the Police and Crime Commissioner’s budget.

The cameras will be installed following a spate of shed burglaries, and burglaries described as ‘non-dwelling’ in the area.

PCSO Steve Sutton of Humberside Police said the new security measures would hopefully act as a deterrent as well as providing evidential material in criminal investigations.

“Areas around the shops in New Waltham have suffered with anti-social behaviour in the past,” he said.

“Hopefully it will act more than a deterrent than anything.”

  8. CCTV system installed to prevent fly tipping in Bedfont

Comments Off on CCTV system installed to prevent fly tipping in Bedfont

A new CCTV system will be put in place to prevent fly tipping in Bedfont and potentially catch the culprits, a recent news report in the local media has suggested.

Following repeated reports of sacks of unwanted goods and piles of rubbish being dumped outside the Tesco Express store on Staines Road, Hounslow council has joined forces with the supermarket giant to put a stop to the issue.

Although the fly tipping has taken place on private land and therefore is the responsibility of the land owner, in this case Hounslow council is taking a stern approach to the issue and is considering CCTV cameras to catch people red-handed.

Councillor Richard Foote, cabinet member for community protection at Hounslow Council, said: “In this instance Hounslow council’s enforcement team has been working closely with Tesco to tackle the reoccurring issue of fly tipping outside their Bedfont store.

“The council’s enforcement team pro-actively investigated the fly tipping by going through the bags of rubbish to link the waste to any individual, business or property.

“We are looking to install CCTV cameras to help identify anyone fly tipping at this spot in the future.

  9. CCTV cameras to become mandatory for all Rotherham taxi drivers

Comments Off on CCTV cameras to become mandatory for all Rotherham taxi drivers

All taxis in Rotherham will be fitted with CCTV cameras as part of an effort to improve both passengers’ and driver’s security, as well as rebuild trust in the town’s taxi industry, a recent news report in the local media has revealed.

The system will record video footage from inside the vehicle, and in some cases outside the vehicle, whenever the vehicle is being used as a taxi. Whenever an unaccompanied child or vulnerable adult is being carried in the vehicle, audio recording must be activated by the driver, but both the driver and the passenger can also activate the audio recording at any time.

Only people authorised by the council can access any recorded footage – and drivers will be unable to access footage.

The council will only download the footage in certain circumstances, such as if there is a complaint or incident involving a taxi, or if the council wants to check that the system is being used properly.

Council commissioner Mary Ney said the council believed the cameras would “provide protection, confidence and reassurance to the public when they are travelling in a taxi”.

She added: “The system also provides protection to taxi drivers who can experience abusive behaviour.

“The new camera rules are just one part of the policy which has been introduced to support drivers to do their job, by rebuilding trust and confidence.

“All drivers have known about the requirement for taxi cameras since last summer.”

  10. New mobile CCTV system to combat illegal school run parking in Lincolnshire

Comments Off on New mobile CCTV system to combat illegal school run parking in Lincolnshire

New mobile CCTV cameras are set to be deployed outside eight schools in Lincolnshire as part of a new £70,000 trial aimed at stopping parents from parking illegally during school runs, a news report has been able to find.

Lincolnshire County Council has pledged £35,000 to improve markings outside the schools and £33,000 to fund the cameras.

The CCTV will provide evidence for enforcement proceedings and start in January 2017. The eight schools included the trial are: William Alvey Primary, in Sleaford; Westfield School and Bourne Grammar, in Bourne; St Thomas’ School and Boston West Academy, in Boston; National Junior School, in Grantham; and St Francis Hill School and The Priory Whitham Academy, in Lincoln.

The council said: “The enforcement of the school zigzags will help to deter drivers from parking in an area that jeopardises the safety of children and school crossing patrol personnel.” It added that previous ways of policing parking outside schools did not always provide conclusive evidence whereas CCTV footage would be “sufficiently robust”.
