    Isobel Hutchinson, head of campaigns at Animal Aid, said: “The case has been decisively made that the current regulatory system is failing animals, and that CCTV – if monitored properly – could deter and detect crimes against vulnerable animals.

    The damage appears to have been caused by a gang of teenagers wearing football tops, who were seen in Law Road, Kinghorne Road, Stirling Avenue and Stirling Street.

    Residents in the Law Hill area have been calling for CCTV for the past couple of years, due to a number of incidents including the vandalism of nine allotments in 2014 and repeated damage and thefts from cars.

    Surveillance Camera Commissioner Tony Porter has recently revealed his shock that, when he came into the job, just 2% of the 433 principal local authorities complied with the recommended standards for camera surveillance.

The code of practice that I oversee contains 12 guiding principles and if users effectively comply with those principles they are showing de facto that they are supporting communities and not spying on them.”

    The government did not invest any powers in him – a source of concern a few years ago but two years in Mr Porter believes the government made exactly the right decision. “Because in seeking to raise and drive up standards, particularly among the relevant authorities, we are beginning to see a significant breakthrough,” he said.

So I was really pleased when the crime commissioner’s officer installed this new system with local authorities. It is obviously state-of-the art. It’s easy to view and easy to capture the evidence to utilise for court.

    “The cameras are monitored at police headquarters in Penrith. However, we can monitor the 12 Barrow town centre cameras from the police station. We have a dedicated team in Penrith at key times, especially on Friday and Saturday nights.

    “It helps get officer patrols to the right place at the right time and helps us trace offenders. It’s also a very visible deterrent.”
