We want to see electronic monitoring a condition of bail for anyone convicted of a serious offence in the previous 10 years.     Kidare South TD Fiona O’Louhglin said Community CCTV schemes have been a ‘game changer’ in helping prevent crime in rural areas.

    “In recent months, areas of Kildare have been subject to a number of thefts, assaults and antisocial behaviour his heightened significantly, such as the ongoing antisocial behaviour on Eyre Street in Newbridge and burglaries around the county. This scheme will assist with lacking resources in the Gardaí and support local communities,” she said.

    “The Community Based CCTV Scheme provides financial assistance to community organisations towards the capital costs associated with establishing a local based CCTV system. There has much been discussion in recent days about the ethical use of community based CCTV systems. The Data Protection Commissioner has confirmed that it will examine the status of these schemes. While it is necessary to ensure that these systems comply with data protection law, it is nonetheless important to ensure safety for all communities.

    Vital CCTV systems in Scotland, which are currently used for cracking serious crimes and tracing missing people, are likely to be switched off as local councils struggle with the effect of budget cuts, a recent news report has been able to suggest.

    Two councils, Midlothian and Inverclyde, have already put forward plans to ditch cameras, with politicians warning that more local authorities will follow suit.

    Anti-terrorism experts described the plans as “madness”, warning that CCTV has been used to track bombers.

    Other CCTV systems in Scotland are also under threat.

    ScotRail plan to cut staff who monitor CCTV at stations. The train operator intend to make 22 staff redundant at centres in Paisley and Dunfermline.

    A spokesman for council umbrella body Cosla said: “We are in talks with the Scottish Government regarding the spending review and will be presenting a strong case that local government cannot sustain further cuts, as experienced over the last two years, without significant impact on services and jobs, and the communities we serve to protect.”

    Nineteen other councils in Scotland have said “No” to scrapping CCTV but seven have refused to rule it out.

    A local council is considering making CCTV systems mandatory for all taxis in its area, a recent news report in the local media has been able to suggest.

    Sandwell Council is considering implementing this new rule by next June following a review of the local authority’s private hire and Hackney carriage licensing policy.

    Though a mandatory CCTC policy was not part of those plans, the inclusion of cameras in Hackney and private hire carriages has been put forward for recommendation to the cabinet next year.

    It is hoped the cameras will act as a deterrent to potential crooks while also helping to identify any offenders or witnesses.

    Cabinet member for public health and protection Councillor Elaine Costigan said: “We’re planning a full consultation with taxi operators and drivers on using CCTV systems in vehicles and a report will be presented to cabinet in June next year.

    “We’re looking at CCTV in taxis to improve safety for passengers and drivers alike. Other councils are currently consulting on this.

    “Not only would CCTV reassure and protect passengers, it would also protect drivers from attacks, thefts, non-payment of fares and false allegations.

    “This is a complex issue and not something we would introduce without extensive consultation.”

    A report says: “A bid was put into the Home Office Innovation fund by West Yorkshire to look at co-ordinated public service CCTV capacity across West Yorkshire offering inter-operability between the five local authorities and Metro with the further potential for integrated technology including facial recognition aimed at protecting vulnerable missing persons.”
