    The National Security Inspectorate (NSI) has recently updated its CCTV code of practice by adding guidance on protecting systems from cyber risks and emphasising to end users the value of comprehensively assessing security risks and requirements, a news report has been able to suggest.

    Providing guidance on best practice for the design, installation and maintenance of surveillance systems, NCP 104 Issue 3 has been updated to align with BS EN 62676-4:2015, (application guidelines for use of video surveillance systems in security applications), but simplifies system development and testing, by omitting requirements regarding system grading and certain image testing requirements.

    And it introduces requirements for design areas that are not covered by BS EN 62676-4 – such as cybersecurity, detectors, video analysis, audio and cabling – and to reflect current technologies and terminology. The new edition supersedes NCP 104 Issue 2, which will be withdrawn from use on 30 April 2019.

    A new high-tect CCTV surveillance camera system has been deployed across Ashbourne, in the Derbyshire Dales, as part of a new £100,000 district-wide investment in CCTV, a news report in the local media has been able to suggest.

    The state-of-the-art cameras, monitored and recorded from an office in the leisure centre, replace units which date from 2007. They have been fitted to four locations in the town.

    The new cameras produce higher quality images, record activity on the streets more clearly at night – and are aimed at making the area safer.

    A spokesman for Derbyshire Dales District Council, which has installed the new cameras in Ashbourne, Wirksworth, Bakewell, Matlock and Matlock Bath, said: “The project to replace old CCTV cameras dating back to 2007 started last autumn.

    “And now live high definition pictures are recorded in Wirksworth Town Hall, Ashbourne Leisure Centre and Bakewell Agricultural Business Centre, with broadband links in place to send the images back to the Town Hall at Matlock.

    “The recordings and still images can be reproduced and used to identify individuals or incidents.

    “High quality CCTV systems deter vandals and reduce reparation costs, reducing criminal investigation times and deter anti-social behaviour.”

    The UK’s CCTV Surveillance Camera Commissioner, Tony Porter, has asked the Government to extend the Surveillance Camera Code to rail franchises, the health sector and transport hubs – in effect taking a “more common sense position” as to which bodies have to comply with the SC Code, a news report has been able to suggest.

    In his annual report, the Commissioner also raised concerns about inaccuracies in the UK’s use of Automatic Number Plate Regulation (ANPR) technologies and asked for the database to be placed on a statutory footing by the government, as well as lobby for more resourcing for his office.

    At the moment, the so-called relevant authorities are those covered by the Protection of Freedoms Act 2012, which include local governments, but not organisations like Transport for London, the health sector or airports.

    “It is a nonsense that the smallest of parish councils in England and Wales must have regard to the SC Code in the operation of their surveillance camera systems yet the operators of such huge and intrusive systems that invade upon the every day life of citizens, do not,” the report stated.

    “The constraints of my regulatory mandate outside of those organisations that are ‘relevant authorities’… significantly undermine my ability to bring the necessary influence and leadership where it is sometimes most needed.”

    An MP has publicly asked for a new CCTV network to be deployed in his local constituency in order to help the police and reassure residents following a crime spree, a recent news report in the local media has been able to reveal.

    Local MP Neil O’Brien says that installing the new system in Oadby is needed after a spate of around 30 burglaries on some of the town’s streets where gold and high-value cars have been stolen.

    Mr O’Brien said CCTV could help the police and reassure residents who have been unnerved by the 30 or so break-ins in the area in September and October.

    He said: “Harborough Council have invested in a high-definition CCTV system which covers Market Harborough and other centres, and is used by the police every day.

    “I want to see a similar system developed by Oadby and Wigston to fight the burglary problem.

    “I’m appalled by these burglaries, and residents and victims have told me they would like to see the council develop a powerful CCTV system to feed intelligence to the police and protect our community.

We want to see electronic monitoring a condition of bail for anyone convicted of a serious offence in the previous 10 years.     Kidare South TD Fiona O’Louhglin said Community CCTV schemes have been a ‘game changer’ in helping prevent crime in rural areas.

    “In recent months, areas of Kildare have been subject to a number of thefts, assaults and antisocial behaviour his heightened significantly, such as the ongoing antisocial behaviour on Eyre Street in Newbridge and burglaries around the county. This scheme will assist with lacking resources in the Gardaí and support local communities,” she said.

    “The Community Based CCTV Scheme provides financial assistance to community organisations towards the capital costs associated with establishing a local based CCTV system. There has much been discussion in recent days about the ethical use of community based CCTV systems. The Data Protection Commissioner has confirmed that it will examine the status of these schemes. While it is necessary to ensure that these systems comply with data protection law, it is nonetheless important to ensure safety for all communities.

    Vital CCTV systems in Scotland, which are currently used for cracking serious crimes and tracing missing people, are likely to be switched off as local councils struggle with the effect of budget cuts, a recent news report has been able to suggest.

    Two councils, Midlothian and Inverclyde, have already put forward plans to ditch cameras, with politicians warning that more local authorities will follow suit.

    Anti-terrorism experts described the plans as “madness”, warning that CCTV has been used to track bombers.

    Other CCTV systems in Scotland are also under threat.

    ScotRail plan to cut staff who monitor CCTV at stations. The train operator intend to make 22 staff redundant at centres in Paisley and Dunfermline.

    A spokesman for council umbrella body Cosla said: “We are in talks with the Scottish Government regarding the spending review and will be presenting a strong case that local government cannot sustain further cuts, as experienced over the last two years, without significant impact on services and jobs, and the communities we serve to protect.”

    Nineteen other councils in Scotland have said “No” to scrapping CCTV but seven have refused to rule it out.
