    New facial recognition CCTV cameras are set to be deployed across Grimsby town centre in an attempt to curb the violence, shoplifting and anti-social behaviour that have been plaguing the area, a recent news report in the local media has been able to suggest.

    The advanced systems will record and compare facial characteristics with images on police databases and could help keep Grimsby’s Top Town safer, say police chiefs. It is one of the measures being discussed by a multi-agency task group aiming to curb the anti-social behaviour and violence in Top Town.

    The multi-agency task group includes representatives of Humberside Fire and Rescue Service, Humberside Police, North East Lincolnshire Council, businesses, Stagecoach and different departments within the local authority including environmental services, buildings and economic regeneration

    The focus has turned on Grimsby town centre after a spree of criminal damage in July and a number of assaults. In fact, local business representatives have argued that visitors to Grimsby face “a gauntlet of street drinkers, druggies, charity representatives, shoplifters and fast cyclists” in the pedestrian zone in Victoria Street.

    It is hoped that the new facial recognition CCTV cameras could identify violent offenders, shoplifters and drug dealers, with other measures to improve the local area including increased police patrols, more North East Lincolnshire Council enforcement officers, more litter bins and improved street scene furniture.

    Stoke-on-Trent City Council has managed to reduce security costs by nearly £700,000 by installing CCTV cameras and motion detectors in and around its buildings.

    The council used to spend £1.6 million a year on contracted security services, which was blamed on ‘a lack of expertise, focus and control’. They centralised control within one council team, which reduced spending.

    Installing CCTV cameras, motion detectors, alarms and other technology across six sites cost the council £180,000, but resulted in savings of £612,000 since the only ongoing security cost were “response guarding”.

    £80,000 more savings were achieved by altering patrol patterns and types.

    Originally the council intended to set up their own security company in order to deal with their £1.6 million security costs, but that isn’t necessary anymore thanks to the technology savings.

    The committee report states: “The team’s actions have provided exceptional results, and the CCTV and corporate security team remains focussed on delivering every savings opportunity possible whilst satisfying our financial, health, safety and welfare, and moral duty to protect our staff, the public, physical assets and wider city interests from harm.

    “The principle objective was to responsibly reduce cost without putting staff, public or assets at intolerable risk.”

    Councillor Dan Jellyman, cabinet member for regeneration, said: “In 2014/15 the city council spent £1.6m on contracted security services. Since then the team has done amazing work to bring that down. Now there is a minimum £692,000 of annual savings in the coming financial year, which is about an 82 per cent reduction in vacant site security costs, which is no small feat.

    “It is clear they have worked hard to manage each site as an individual site and get best value for taxpayers.”

    Moneyhole Lane Playing Fields in Welwyn Garden City has been an attraction for “boy racers” for years, who upset residents by driving dangerously and revving their engines at night. There have been years of complaints by the residents.

    At last, the borough council has agreed to install the CCTV facilities, at a cost of £7,500. The CCTV system allows the council to share footage with the police. Hopefully this will deter the racers, or otherwise force them to face punishment for their anti-social behaviour.

    Work to provide an overflow car park for busy periods was also finished on Friday, September 7.

    Councillor Terry Mitchinson, executive member for leisure, culture and communications, said: “Local people will see real benefits from our improvements and I’m especially pleased we could find a car parking solution ahead of the start of the football season this weekend.

    The installation is part of the Dyfed-Powys Police and Crime Commissioner Dafydd Llywelyn’s key pledge to reinvest in a public CCTV system throughout the force area.

    Pembrokeshire Superintendent Ian John said: “Having these two cameras live and recording ahead of Ironman Wales Cymru is great news for Pembrokeshire. We are expecting an influx of thousands of visitors to the area to participate and spectate this celebrated event.

    “Having the two cameras in Saundersfoot will assist with policing of the area during a particularly busy time and should also serve as reassurance to the public that they are there as extra support to the police, to potentially deter crime and provide evidence for any criminal proceedings.”

    A dedicated monitoring room is currently being fitted with the technology to monitor CCTV cameras at Police Headquarters in Carmarthen.

    Edinburgh taxpayers pay the equivalent of £800,00 to Police Scotland for a CCTV system that no longer meets requirements.

    In total the system costs £955,354, and Police Scotland, the highest users, pay back just £128,000.

    The council has 226 CCTV cameras including 17 that are re-deployable. Around £634,000 is spend on staff operations of the service and almost £62,000 goes towards maintenance.

    Labour Cllr Gordon Munro said: “There’s £827,354 that we do not get back from that – the highest user of this service is Police Scotland.

    “We make no demand on Police Scotland – but Police Scotland make a demand on us for the CCTV images. We get no income from them, we get no investment in the infrastructure. Yet we provide them with £2.6 million a year, ten times more than any other local authority in Scotland.”

    Independent Cllr Claire Bridgman added: “My understanding is that the current state of the CCTV system is that it’s literally creaking at the seams.”

    The council’s internal audit report revealed that there is a high risk over “a lack of corporate CCTV strategy” and “a number of significant control gaps” relating to data protection, the council’s information security and records management policies.

    The council’s executive director of resources, Stephen Moir, said: “The current CCTV network is no longer suitable for the future. A simple replacement with a like-for-like CCTV network is not the right answer for the authority or for the city.

    “We need to look at a much more integrated solution with our public partners.”
