This was the second theft of wiring from a United Utilities substation in Bolton in ten days, which left 400 homes without power. Televisions, DVD recorders, lights, fridges and freezers were mostly affected. There were small fires, smoke, smells of burning and overheating.

United Utilities said: "Substations are dangerous places and the person or persons involved put their lives at risk and also the lives of all local residents. In the light of the thefts we will have to go back and review our security procedures."
